Henry Cisneros, secretary of housing and urban development, says that it was necessary to spend $1 million on a bias test to find out if banks are not granting loans to people who are from different ethnic groups. Why does this seem like such a waste? Somebody needs to stop and think about how banks make money. Mortgage and lending offices are there to make money, not to make ethnic conflict. If Cisneros wanted to help the ethnic problem, he should have put the million into some type of youth education program. These issues will go away with education. Most bias is rooted in ignorance, not racism.
