Arcadia : New Development Director

A former community development director for Burbank who played a key role in creating that city’s huge Media Center mall and office complex will begin working next month for Arcadia in the same position.
William Kelly will assume the newly created post of deputy city manager/community development director Nov. 1. Kelly will head the Community Development Department established by the City Council on Sept. 21, which incorporates the building, planning and economic development divisions.
Kelly, a principal consultant at GRC-Copenhaver, a Glendora-based municipal consulting company, served as Burbank’s deputy city manager and community development director until 1992. He has 22 years of experience in municipal government and development with the cities of Burbank, Brea, Baldwin Park and San Bruno.
Officials say Kelly will be responsible for implementing the city’s downtown revitalization program with a focus on making the city more resident- and business-friendly with less paperwork for permits and other city authorizations.
