Bentsen Gives Details of Clinton’s Plan for Banks: Treasury Secretary Lloyd Bentsen lifted the lid on the Administration’s plan for streamlining the U.S. banking system with coast-to-coast branching and less regulation. In a speech to the Center for National Policy in Washington, he said the Administration favors scrapping Depression-era laws that bar banks from operating branches nationwide, but said individual states should be free to opt out of such a system.
