The Committee for an Orange County Arts Council, formed in 1989, officially has dissolved and a group of local community, business and arts officials is working to establish a permanent countywide arts council, according to Fullerton Museum Center director Joe Felz. Officials of the Orange County Community Foundation, which helps organize philanthropic efforts, are among those involved, Felz said.
