Clinton Picks Chile Envoy

WASHINGTON — The White House has announced that President Clinton intends to nominate Gabriel Guerra-Mondragon to be ambassador to Chile. He previously served in the Foreign Service and was a staff attorney for the Civil Rights Commission.
