Pacific Rim Free-Trade Zone Urged: The United States, Japan, China and other Pacific Rim countries should set a goal of creating a free-trade zone in the region by 2020, a blue-ribbon task force recommends. Businessmen, economists and former government officials from 17 countries in the region issued a 90-page report laying out an ambitious agenda for President Clinton and other leaders to consider when they meet in Jakarta, Indonesia, on Nov. 15 at the Asia-Pacific Economic Cooperation forum. The group said the leaders should “commit the region to achieve free trade in all goods, services, capital and investment by the year 2020, with implementation to begin by 2000.”
