NATION IN BRIEF : TEXAS : Customs Agents Are Cleared in Shooting

A state grand jury in El Paso declined to indict five U.S. Customs Service inspectors for the November shooting death of a Mexican national, but the panel criticized the agency for a lack of supervision. Francisco Javier Campero, 20, was shot after he tried to drive his truck through a checkpoint Nov. 8. The truck was later found to contain 275 pounds of marijuana. Kamie Smith, an attorney for Campero’s family, called the decision “outrageous.” Smith said Campero was unarmed and running with his back to the agents, and therefore could not have posed a threat.
