Boat Reaches U.S. With 18 Cubans Aboard

MIAMI — Eighteen Cubans landed in a 24-foot wooden boat this morning, the first to arrive on U.S. soil since a summer exodus of more than 35,000 from the island nation.
The five children and 13 adults were taken into custody and were being interviewed by the Immigration and Naturalization Service.
They arrived on the second day of talks in New York between U.S. and Cuban negotiators reviewing compliance with the Sept. 9 agreement in which Cuba pledged to curb the exodus and the United States promised to admit at least 20,000 Cubans annually.
