Clinton Nominates Brooksley Born to Head CFTC: Born, 56, a San Francisco native, would succeed Mary L. Schapiro if confirmed by the Senate. Schapiro resigned from the Commodity Futures Trading Commission on Jan. 26 after 15 months in office to assume a position as president of the National Assn. of Securities Dealers’ new broker regulation unit. Born, a Stanford Law School graduate, is a futures lawyer and partner in the Washington law firm of Arnold & Porter. John Damgard, president of the Futures Industry Assn., praised the nomination, pointing out that Born has not only been seasoned by work in the industry, but helped craft the law that led to the creation of the Commodity Futures Trading Commission in 1974. The body regulates futures on agricultural goods, metals, crude oil, Treasury debt foreign currencies and stock market indices.
