President Clinton promised a “coordinated and unrelenting” attack on gang and youth violence, proposing legislation designed to produce tougher prosecution of juvenile offenders and to keep guns and drugs away from young people. “The message today to the Bloods, the Crips, to every criminal gang preying on the innocent is clear,” Clinton said at a White House ceremony. “We mean to put you out of business . . . to put you away for a very long time.”
