* Here is an idea whose time may have come! The front page (Aug. 1) reported that three highly contentious bills in Congress were quickly moving toward passage and signature by President Clinton: welfare reform, health reform and an increase in the minimum wage. The election year is being credited for this phenomenon.
The idea: Hold national elections every year! In fact, this idea may work at every level of government. Obviously, this is offered tongue in cheek. However, wouldn’t it “end gridlock as we know it”?
