Woman Once Tied to Daughter Is Killed

A woman who was once ordered shackled to her teen-age daughter died in a car accident on her way home from visiting the girl in a juvenile prison. Deborah M. Harter, 38, was killed in a four-vehicle wreck on Interstate 26 in Lexington County, S.C., the Highway Patrol said. The car, driven by her husband, Richard, was hit by another vehicle, authorities said. He was released after hospital treatment. A Family Court judge last year ordered Mrs. Harter to be shackled to her daughter, Tonya Kline, who was awaiting sentencing on truancy, shoplifting, burglary and grand larceny charges.
