Initiatives

Peter H. King had an interesting column (Oct. 20) regarding initiatives. Another problem is a proper description of the issues.
For example, Prop. 209, which purports to prohibit “discrimination or preferential treatment” in public employment, education and contracting, really seeks to eliminate affirmative action. Prop. 207 calls for the elimination of “frivolous” lawsuits, but who decides what is “frivolous” or what happens in the case of a nonfrivolous lawsuit?
Then there are propositions so worded that, if you are against it, you have to vote yes and vice versa. How about a proposition that requires clarity and honesty in the title?
