Council to Consider 2 Fast-Food Eateries

The City Council will hear public comments and take action at its meeting tonight on a proposal to build two new drive-through fast-food eateries on Ortega Highway.

The proposed resolution would allow a Burger King and a Del Taco, along with a common parking area, to be developed on a 1.5-acre lot at the southeast corner of Del Obispo Street and Ortega. The property, the former Tiny Naylor’s Restaurant, 27000 Ortega Highway, has been vacant since 1989.

The proposal has passed state and city environmental review and is consistent with the city’s general land use designation, according to a report by Planning Director Thomas Tomlinson.

Both the city’s planning and transportation commissions also approved the plan in November.

In other action, the council will consider an agreement with the Capistrano Depot to sub-lease 40 parking spaces.

The proposed lease would require the city to install meters for the spaces and share half the revenue with the depot. Total revenue is estimated to be $15,000 annually. City staff expects that it will cost about $20,000 to purchase the parking meters.
