Keane, a redshirt last season, will have four years of eligibility at SCC.
A 6-foot-3 guard, Keane averaged 18 points for Santa Margarita in 1995-96 and was selected first-team all-division.
Reynolds also announced the signing of Steve Howard, a 6-3 wing from Jefferson County Community College in Watertown, N.Y. Howard, who will be a sophomore, averaged 21 points and 7.8 rebounds and was named Mid-State Conference player of the year.
