18 Proposals Offered on Hall, Library Plans

Westlake Village has gathered 18 proposals from architects interested in helping the city design its new city hall and library.
“It was really a terrific response,” said City Manager Ray Taylor, who is still reviewing the plans. “They’re all very comprehensive.”
City officials have a general idea of how big the new facilities will be--10,000 square feet for the city hall and up to 15,000 square feet for the library--and their location--at Agoura Road and Oak Crest Drive. But other than that, Taylor said, the process is “wide open.”
The architects were asked to submit proposals describing their qualifications and how they would handle the project’s design. They also estimated the cost of their services, which ranged roughly from $275,000 to $300,000, Taylor said. The city has projected spending between $3.5 million and $4 million on the project.
The proposals will be sent to the City Council after Taylor and other staff members finish reviewing them this week. The list will then be pared down and officials will interview the top contenders. Taylor said he expects the city to select an architect in October.
Taylor estimated the new city hall and library will be completed within 2 1/2 years.
