Mayor’s Power

Susan Estrich is absolutely right when she advocates in favor of a city charter which will permit the mayor to remove department heads without the approval of the City Council (Commentary, Jan. 5). It is obvious to any impartial observer that the reason the City Council wishes to retain the right to second-guess the mayor is because the council wishes to perpetuate what has become a system of patronage in municipal government. If we are going to hold the mayor responsible for the efficient management of the city, we must give him or her the power and authority to do so.
