The city and environmental groups are setting up a panel to explore ways of improving safe coastal access along the railroad corridor. The panel, made up of residents, was started after the City Council rejected a bid to build a controversial 12-foot-wide paved bicycle and pedestrian trail from North Beach to T-Street Beach, officials said.
City Manager Michael W. Parness said he is working with two groups, the Surfrider Foundation and De Rail the Trail, on ideas.
