Town Rocked by 2nd Blast in 3 Weeks

A paper mill exploded in downtown Bellingham, Wash., about 90 miles north of Seattle, injuring four people. The explosion came just three weeks after a fuel pipeline blast killed three people in the same town. A steam generator burst at the mill operated by Georgia-Pacific, destroying the plant and damaging nearby buildings, a fire department official said.
