* The Labor Department said the number of workers filing claims for first-time state unemployment benefits rose by 14,000 to total 313,000 in the week ended Aug. 12. Even with this week’s increase--the fourth in a row--the four-week moving average for jobless claims, a less volatile gauge of labor market conditions, was unchanged at 290,000.
