Rebels Reportedly Kill 21, Including Infant

Suspected Islamic rebels killed 21 civilians, including a 3-month-old baby, in western Algeria, the official Algerian news agency APS said.
The massacre took place at Ouled Abdallah village, APS said, quoting security officials.
Algeria has been racked by violence since early 1992, when army-backed authorities canceled the second round of parliamentary polls that Islamic fundamentalists were poised to win.
