Prime Minister Defends Response to Heat Wave

French Prime Minister Jean-Pierre Raffarin toured a retirement home in Burgundy where he defended his government’s response to a withering heat wave that has killed as many as 3,000 people, most of them elderly.
Raffarin’s center-right government has faced criticism that it reacted too slowly to a record hot spell that officials said Thursday has caused between 1,500 and 3,000 deaths in France starting Aug. 7.
