Sept. 11 Victims Fund Is Legal, Judge Rules

A federal judge in Manhattan upheld the legality of the Victims’ Compensation Fund that Congress established after the Sept. 11 terrorist attacks, dismissing lawsuits by some victims’ families who challenged it as arbitrary and unconstitutional.
U.S. District Court Judge Alvin Hellerstein, who is presiding over a series of lawsuits stemming from the attacks, also ruled that the regulations surrounding the awarding of funds and the operating procedure of Special Master Kenneth Feinberg were “lawful and valid.”
Families of several victims filed three lawsuits with Hellerstein, challenging the Victims’ Compensation Fund and the process established by Feinberg to award funds.
