For the second month in a row, Los Angeles County recorded the lowest foreclosure rate among the nation’s top five metropolitan areas, according to RealtyTrac Inc. Although its 771 new foreclosures accounted for 21% of all California foreclosures, the county maintained a foreclosure rate nearly 25% lower than the state average.
