U.S. Rejects Outline for New Rights Council

The U.S. rejected a draft resolution for a U.N. Human Rights Council and called for new negotiations despite some U.N. officials’ fears that more talks would sink the proposal.
U.S. Ambassador John R. Bolton said the current resolution needed more provisions to keep the worst human rights violators off the new body.
Several diplomats said they expected another round of talks on the resolution, aimed at replacing the discredited Geneva-based U.N. Human Rights Commission, on which rights-abusing nations have seats.
