No surprise on detainee abuse

Re “Senate report says Rumsfeld to blame for detainee abuse,” Dec. 12
A bipartisan panel finds President Bush and former Defense Secretary Donald H. Rumsfeld responsible for “creating a legal and moral climate that contributed to inhumane treatment.” Your article cites specific examples of their involvement in widespread detainee abuse and implies that Rumsfeld is more to blame than Bush.
How is that possible when the slogan “The buck stops here” is associated with the office of the president? What I find to be the most significant part of the story is that apparently nothing is going to happen to either one of these men.
What has happened to the morality of our nation when we allow our highest officials to go unpunished?
