Border changes: An article in Wednesday’s California section about new reentry rules for U.S. citizens at border crossings stated that people without proper documents would be referred to secondary inspection areas. Secondary inspections will occur only if inspectors suspect fraud or cannot quickly confirm a person’s identity.
